The process for deciding how much the council will raise in income and spend on services in future years is an ongoing process. And they have just launched their annual consultation process.
Plans will be affected by changing political structures, new demands or legislation, the state of the general economy, demographics and the events that we cannot always predict. However, there are a number of key documents such as The Council Plan 2017-2022 and the annual budget.

The next meeting on transforming services for older people is on 14 January 2020 from 13.00-16.00 at the new East Lothian Community Hospital. This marks the beginning of the next phase of reproviding services currently provided at the Edington and Belhaven Hospitals and Abbey and Eskgreen Care Homes and follows on from the meeting some local representives came to with Hub South East at Queen Margaret University in June.
There has been a delay in convening this meeting, as we were waiting for the project team delivering the new Community Hospital to be free. The hospital opened in November, and the team, including Hub South East, are now able to take this reprovisioning work forward. We have decided to hold our meeting in the Community Hall at the new hospital so that you can have a look around and see what they have achieved. There will be an opportunity to take a tour of the hospital and we hope you will be able to join us beforehand for a light buffet lunch. We are inviting representatives from across East Lothian as this work will result in provision for people in all our communities.
At this meeting, we hope to provide more information about the timeline for the work and to look with you at how local communities will be involved. Many of you have nominees ready and waiting to take part in local project teams. It would be really helpful if you could share this invitation through your networks so that anyone with an interest may attend.

Health and social care staff have time to Be Incredible Again and get a flu jab this winter. There are still clinics available in December. Getting vaccinated is the best way to protect patients, the community, yourself and your family from this potentially serious, preventable disease.

Just thought I’d do a quick diary round-up now as people start getting ready for the festive season.
The run up to Christmas has been as hectic as ever. We have a visit from NHS Lothian Chief Executive Tim Davison just over a week ago during which we updated him on ELHSCP’s progress and gave him a chance to have a look around the East Lothian Community Hospital. We also said goodbye to East Lothian Council’s Chief Executive Angela Leitch, who has left to take up a new role as Chief Executive of Public Health Scotland. Alex McCrorie is Interim Chief Executive and the Chief Executive will be announced shortly.
We also held the last IJB meeting of the year, at which Judith Tait (in her Chief Social Work Officer role) gave us her annual report. The report gives a full over-view of the delivery of social work services in East Lothian, including fostering, child protection, adult protection, adult social care and criminal justice social work. It also provides commentary and analysis of the Health and Social Care Partnership. Judith said that in a difficult period for social work nationally, we are holding our own. She said that our staff continue to work hard to help people make and sustain positive changes in their lives. She was clear that there would be challenges ahead but was confident that East Lothian Health and Social Partnership was addressing these in our strategic plan.
I think that’s a really positive message and covers not just social work but integrated health and social care. Times are tough but through a combination of innovative approaches and integrated working, we are using our resources and experience wisely to help the growing number of people who use our services to achieve good outcomes.
It has been a big year for us in so many areas – the implementation of the Carers Strategy, achievements acknowledged in the Care Inspectorate’s national thematic review of Self-Directed Support, the new East Lothian Community Hospital, Wellwynd Hub, the success of the Community Review Team, START and our new mental-health/substance misuse drop in in Musselburgh. Those are just a few of our achievements – things are really beginning to come together and this is very much down to all of you. Your willingness to embrace integrated working and share ideas and good practice has led to much of our success this year. The momentum is building so let’s keep that going now.
So it just remains for me to wish you a Merry Christmas and a Happy New Year. To those of you who are preparing for a break, happy holidays – rest, recuperate and enjoy! To those of you working over Christmas and New Year, a really big thank you. I know there are many people relying on you to whose days you will make a big difference. And enjoy your Christmas when it comes.

It’s been an action-packed month this November. We held our first Welcome Event for new-starts this month. We chose the new East Lothian Community Hospital as our venue, using the new Community Hall. It’s fantastic to see the hospital signed off and fully functional. Thanks to John Gibson and Barbara Renton for organising a very successful event and thanks to the ELCH Project Team and all the staff at ELCH for getting everything at the hospital up and running so smoothly.
It is the awards season and I have been out and about at various events, including The Queens Nursing Institute of Scotland and East Lothian Council’s Star Awards in which we did very well – see my post about Celebrating Success.
It’s been really busy getting ready for winter. The IJB signed off our winter plan at its October meeting and we can see pressures building up in our A&E departments. I would welcome any help you can give me in persuading people to use other more appropriate services like NHS24 and NHSInform if they can. The message from our A&Es is ‘use our services wisely’. Please help us get the message out there if you can. Find out more about our Winter Plan.
We had a really useful management engagement event at the end of November, at which we caught up with what a range of teams were achieving through partnership and integrated working and innovative approaches. A full write up will follow soon.
I was at the Heath and Social Care Scotland Conference at which Jeanne Freeman, Cabinet Secretary for Health was a keynote speaker, and attended the Lothian IJB Chief Officers’ Group, and, of course, there was the regular meeting with the IJB Strategic Planning Group.
Like lots of you, I expect, I am looking forward to the festive season but would like to express my real appreciation to those of you who will be leaving your friends and families over the festive period to look after our frail and vulnerable patients and clients.

Times they are a changing… In the next few months, we will be saying goodbye to several well-known (and well-loved) faces. Bryan Davies, our General Manager for Planning and Performance is joining NHS Screening Services as Associate Director and Carolyn Wyllie, acting General Manager for Older People and Access, is moving to take up a Head of Service Role with Adult Services at Stirling and Clackmannanshire Councils.
And Melissa Goodbourn from the Integration Team is beginning a two-year secondment in the Transformation Team (Adults with Complex Needs).
Congratulations to all of them – I know they are all leaving big shoes to fill. Watch this space for more information on who will be joining us in these roles.
Iain Gorman is the new Head of Operations for East Lothian Health and Social Care Partnership. Iain began his career in NHS Dumfries and Galloway Primary and Community Care Partnership after completing a degree in Mathematics at St Andrews University and being successfully recruited onto the NHS Graduate Management Training Scheme. After completing his Masters in Leadership and Healthcare Management he accepted a position with NHS Greater Glasgow and Clyde as Clinical Service Manager for Endoscopy and Outpatient services. Iain in particularly proud of his involvement in the opening of the first patient facing services within the Queen Elizabeth University Hospital while in this role.
In 2016 Iain and his wife took the decision to move closer to family and Iain took on the post of Clinical Service Manager for General and Vascular Surgery in the Royal Infirmary of Edinburgh. Iain is proud father and family man. Outside of family life his 2 big passions are playing squash and Malt Whisky. Though he does admit that the two interests should not be enjoyed at the same time.
Over the last few years Iain has become interested in the challenges faced by community services and the need for Health and Social Care Integration. It was this growing interest which lead him to take on his new role.
