University Challenge

 

I’ve just had a very positive meeting with some senior colleagues from Queen Margaret University. The new QMU  has just been built in East Lothian and has been named as one of the top 10 modern universities by the Sunday Times Good University GuideIt’s mission statement reads as follows:

To enhance the quality of life and serve communities, through excellence and leadership in vocationally and professionally relevant education, research and consultancy, as a university which is outward looking and committed to innovation, participation and lifelong learning.

In line with that exciting ambition we discussed the possibilities for partnership and soon recognised that the scope was huge and that what we have at present requires greater coordination and strategic direction.

Here are some of the possibilities:

1. Continuing Professional Development for education staff in East Lothian Council through the University’s Centre for Academic Practice and MSc in Prof Ed.

2. Sharing QMU’s  Learning and Teaching strategy to help to develop independent learners by end of S3.

3. Delivery of QMU part-time learning in EL Schools.

4. Creation of virtual and not-so-virtual learning environments for S6 students.

5. Sharing of kit & equipment e.g. chemistry labs.

6. Joint appointments or secondments.

7. Specific projects in areas such as performing arts especially drama, dance, film-making & theatre.

8. Shared utilisation of space in capital projects.

9. Research evidence for ELC meeting single outcome agreement , eg in health.

10. Engaging with the “Curriculum for Excellence” and “More Choices, More Chances” agendas.

We are already planning an exciting conference to be held at the campus scheduled for June 2009 which will involve every new S6 pupil in East Lothian but this just goes to show the incredible potential which exists for partnership events which will benefit both the university and the community of East Lothian.

 Our next step is to organise a high level strategic meeting to examine other partnership opportunities across the Council, beyond education, and to select a small number of initiatives to take forwards in a productive and coherent manner.

 Other suggestions are very welcome.

TESS Article: Resisting the pressure to “dae sumthin”

Every educational leader, regardless of position, has to wrestle with the powerful temptation to intervene or to meddle in the business of those whom they manage. The logic is fairly simple – “I’m being paid to manage and to be accountable for the work of others – so it’s reasonable that I take action in order to ensure that the desired outcome is achieved.” Maybe it’s something to do with the Scottish work ethic that we feel there’s a need, in the inimitable words of Billy Connolly, to “dae sumthin”.

It’s perhaps one of the most addictive elements of management – “I can fix this” – as the manager learns to solve the problem through direct action. Unfortunately the hidden cost of such behaviour is that it helps to create a dependency culture as everyone comes to know that any problem belongs to the manager – and that the manager will “sort it”.

The ironic consequence of such a relationship is that it leads to dissatisfaction from both sides, i.e. the manager complains that people don’t accept the responsibility which goes with being a professional; and the managed complain that the manager is always interfering with solutions, policies and structures which run directly counter to their ability to do their job.

Yet to challenge such orthodoxy is much more difficult than one might imagine. The pressure to conform to the traditional role of the manager is almost overwhelming. Not to take action, is to be seen to be indecisive, lazy, cowardly, unimaginative or simply not being up to the job. In a similar vein the manager’s own boss has expectations about effective management behaviour and in many cases is expecting the manager to come up with a plan of action that is, most probably proactive, innovative and definitive. It’s this latter adjective which is the most telling in terms of the relationship between the manager and the managed. The definition of the word “definitive” in this sense is “final and unable to be questioned or altered”. In a sense this form of manager’s plan is the Holy Grail, that is something that can be passed on to others and is implemented without question.

Of course, things are never as simple as that for as we know others must carry out the manager’s plan and there exists “many a slip twixt lip and cup”, especially if the “managed” do not fully subscribe to the manager’s solution. It’s into this educational Middle-earth that the manager’s initiatives and centralised plans are launched only to be subverted, modified or ignored. And so it goes on with managers having to conform to their role by taking action, to which they are probably addicted anyway, and the managed expecting the action, criticising if no action is taken, but being free to criticise the action as they have played no part in it’s development.

So how might we help managers escape from the tyranny of the need to always “dae sumthin” in the face of a perceived problem? Perhaps a starting point might be for local authorities to shift from being action focused, i.e. we will implement, act, do; to becoming outcome focused and supporting and enabling the schools to work out the most appropriate action for themselves.  The reality is that what works well in one school is not necessarily the best solution in another school. Yet the pressure to work out the universal solution and to implement it across an entire council is difficult to resist – particularly for those of us who have been addicted to taking action throughout our careers. That’s not to say that local authorities should never seek to implement an action across all schools but at the very least there should be a loop where we ask ourselves if our preferred course of action empowers or disempowers our colleagues in schools.

Nevertheless, Scottish education does appear to be thirled to the idea of “daen things”.  It would be a brave person who wouldn’t back a highly technical, carefully managed and comprehensive plan to implement a course of action across every school in an authority, against a strategy which placed the decision about what type of action to take in the hands of the individual school.

Solution Focused Budget Planning

The challenge of providing a high quality education service at a time when expenditure is growing faster than the available budget means that change, in some form, must take place.

There is a tendency in education to always reflect upon such an issue from the moral high-ground and simply state that more money must be forthcoming! As the person who is charged with responsibility for a budget of nearly £85 million to deliver education and children’s services for 15,000 children in East Lothian it’s a topic which is constantly at the forefront of my mind.

One of the key factors in managing such a budget is to ensure that everything is absolutely transparent. In East Lothian we have spent a huge amount of time and effort in “opening up” our books – there are no black holes, no smoke or mirrors, no hidden funds. What you see is what we get. When such information is treated as confidential it only goes to feed the suspicion that some groups are being treated more favourably than others.  When everyone can see the entire “pot” it becomes very clear that an increase in one area in education must be subsidised from another area within education.

It was with this in mind that we had our first meeting of a Strategic Finance Group for Education. The group has union representatives from  the EIS, HAS, AHDS, Unison, SSSTA; three parent representatives from East Lothian Parents’ Councils; three senior elected members; three members of the Education Department management team (including me); and a Finance Department Representative. I had hoped to get a couple of pupil representatives – but perhaps next time.

The group spent all morning reviewing the available budget for the coming two years (2009-2010/2010-2011); identifying and discussing possible areas where savings could be made; and planning for our next meeting.  The traditional approach to this process is for management to sit in a darkened room – consider the options, present these options to the administration and then implement them across the authority. This alternative approach turns this on its head by involving the stakeholders at the outset of the process and ensuring that there are no sacred cows such as central services which cannot be offered up for savings. The meeting was exceptionally enlightening as we approached each suggestion with true professionalism and objectivity. As stated earlier we have to make savings if we are to work within our available budget – the challenge is where these savings might be made. By involving those who are closest to the “chalk-face” we begin to build up a picture of how we might work together to ensure that any negative impact upon children is minimised.

The ideas which flowed from the meeting will be followed up over the next three months by firstly identifying the amount of money that can be saved by each option and an associated impact assessment for each option.  When we reconvene after the summer we will have produced a list with quantitative and qualitative impacts – this list will then be further considered by the group to identify preferences and recommendations which can then be considered by the administration. The bottom-line -as I reinforced yesterday – is that nothing is off the table in terms of making savings.

One of the key points to emerge was that the process is not as simple as it might seem.  Although some areas seem ripe for savings the knock-on impact they have beyond the immediately obvious makes it all the more important that the stakeholders present on the group have an opportunity to have their say.

School Based Management 1

I’m attending the Association of Directors of Social Work conference in Crieff.

One the key themes emerging is that of personalisation of services to users. The social work field is light years ahead of education in terms of using a mixed economy system for delivering services, by commissioning others from the private and voluntary sector to provide a wide range of short and laong term requirements.

As I was listening to the presentations my mind turned to how education might develop such a model.  It’s been something I’ve been considering for a while but the cogs seemed to click together this morning.

The starting point for this is how do we really devolve services to our communities?

What follows is definitely “blue sky” and might be disconcerting for some but I’ve found that sometimes we need to start from the extreme perspective if we are to shift our ground.

The local authority would set the local outcomes which schools would have to work towards.

Each child would carry an educational value credit which directly related to money which would go to the school. All other current budgets would be rolled together and added to the educational value credit.

If a child left the school the money would follow them – even part way through a year.

The school would deliver – though a contract – the educational service for the local authority in that community.  If the outcomes were not achieved in a given period of time then another service deliverer would have to be employed.

The school would purchase services from the local authority – or other providers e.g. finance support, personnel, staff development and even quality improvement and assurance.

The authority would maintain responsibility for strategic estate planning, such a new school buildings but all other items would be devolved.

Schools in a community could combine their resources to purchase a service from elsewhere.

The pupil support function could also be delivered by a independent unit commissioned by the authority and underpinned by a contract arrangement.

Parents would have a significant role in the strategic direction and monitoring of the school and would be involved in the review of outcomes at the end of a contract period. 

I know one of the major concerns would be the fragmentation of the current system which is building very vibrant learning communities where schools work together. However, if we believe that partnership working improves outcomes – and outcomes will be used to judge the effectiveness of a school – then the leverage for it to happen will be even greater than it currently is. In a similar way the need to engage with other agencies would be built into the outcome agreement.

Using outcome agreements for school improvement

 

I came across the concept of a social return on investment last summer when Jim Honan explained the Program Logic Model.

The model seeks to find a way in which public services can actually have a greater impact by focusing upon the things that will actually lead to a return on social investment.  The tendency in education has often been to focus on outputs or activity and to only try to work out the outcome – or success criteria – at the end of the planning process, i.e. there are a legion of initievies and activities which have been implemented in Scottish education which have not had any discernible positive impact.

The model flips this on its head by forcing the service to consider the impact that we wish to have as the starting point for action. I’ve explored this in a number of previous posts but this week we sent out our Service Improvement Framework which schools will use to guide their activity for the coming year.

The Framework tries to make a link with the Council’s corporate plan and priorities but the pages which schools will undoubtedly focus upon are pages 8 and 9 – which set out the outcomes which we will use to judge the level of return we are getting from the investment in education in East Lothian, i.e. £75 million.

Borrowing from the Scottish Government’s concordat with Local Authorities we intend to give much greater flexibility to schools and clusters as to how they will go about achieving these outcomes – what works in one school or community won’t necessarily work in another school or community.

I know how positively I would have responded to such an approach, or as  one head teacher said to me this week – “trust us and we’ll do the business”.

“The Vision Thing”

It was George H.W. Bush (the father of George W. Bush) who in 1987 responded to the suggestion that he turn his attention from short-term campaign objectives and look to the longer term by saying, “Oh, the vision thing”. I wonder sometimes if many of us in Scottish education suffer from Bush’s same discomfort with the “vision thing”?

At risk of stereotyping the Scottish psyche we are often more comfortable when faced with practical problems, which require “fixing”. Over the last twenty years this “fixing” mentality has been at the core of school development planning, i.e. identify what’s not working; work out a solution; implement solution; check if it’s fixed the problem. What happened in such an environment was that we ended up with lots of discrete tasks that “fixed” individual things but did not necessarily combine to move the system forwards.

Yet such an approach has much to commend it:

  1. Change can be represented as a technical enterprise, which can be controlled and managed.
  2. It gives the impression of productive activity (a prerequisite for the Scottish educator); and
  3.  It often results in a concrete product, which can be admired and shared – often to the credit of the person responsible for the action.

Perhaps our proud engineering and scientific heritage has positively reinforced our belief that the solution to a problem can be found through reliance upon technical mastery and hard work? The technical model has much to commend it for many discrete tasks that suit a linear, logical and controlled environment. Such an approach is sometimes referred to a “waterfall model” of development that maintains that one should move to a phase only when its preceding phase is completed and perfected. Phases of development in the waterfall model are discrete, and there is no jumping back and forth or overlap between them. In many ways educational change strategies in Scotland have depended upon this “waterfall” approach  which have been bureaucratic, slow and inflexible.

Yet there exists an alternative strategy that exists in practice in many Scottish educational contexts which promotes a more flexible, creative and effective approach to change, which can be used in conjunction with the waterfall model. As the waterfall approach takes its example from the scientific world, so the alternative takes its example from the artistic world. The model I have in mind is that of the sculptor. A sculptor will often start with a vision in mind about the final outcome. But as they commence their work and interact with the media with which they are working they begin to modify and change the original vision they had in mind.

This form of thinking is sometimes known as an “iterative” process where progress towards the eventual vision takes place over a series of versions where the creator reflects upon the original purpose but takes account of the shifting perception of what is actually required – which might be quite different from what was originally envisaged. This contrasts significantly from the dominant approach in education we often remain locked into “plan-driven” model where no allowance can be made for any change in the environment, or the needs that originally informed the need for change.

So where does the “vision thing” sit between two such contrasting approaches to change? As I suggested earlier many educational leaders are more comfortable when focusing upon technical problems that lend themselves to a linear and sequential problem solving approach. The very complexity of education sometimes means that it can only be conceptualised by breaking it down into manageable chunks – each of which can be managed, considered and improved in isolation, in the belief that they can then reconstituted into a “better” whole.

In many ways I agree that many of the elements of education can be considered and effectively changed in such an isolated manner. However, I would argue that the overview, or gestalt perspective, should be seen through the eyes of the sculptor as opposed to the eyes of the technician. For the educational leader must have a vision of what it is they are seeking to create in partnership with their colleagues. That vision should be clear but it should not be so “locked in” that it shuts out the emerging reality of the situation. It has been my privilege to work with a number of educational leaders who have adopted such a creative perspective – the results have to be seen to be believed!

Building on what comes before and preparing for what will come after

 

In was in Elphinstone Primary School this morning and managed to watch all four classes – nursery (3-4 year olds); P1/2 (5-6 year olds); P3-5 (7-9 year olds); and P6/7 (10 -11 year olds) – in that order.

Elphinstone only has 70+ children in the whole school but it enabled me to move up through the entire school in one morning from nursery to P7  in a way I couldn’t manage in a larger school.

What struck me was the importance of teachers knowing what pupils are going to be asked to do as they move up the school and also for teacher to know what the children have done before. Now I know this sounds so obvious but it is an incredibly difficult thing to achieve and is probably one of the main challenges facing a school and a headteacher.  It was fascinating to be able to seee skills such as reading starting in the nursery, e.g “Point to the capital letter at the beginning of the sentence”, to seeing children in P1 starting to build confidently upon the foundation they had built in the year before.

It’s the transition from one teacher to another which inevitably creates a regression in learning until the teacher gets to know the children – so much of that regression can be overcome where the teachers “really” know what came before and what the children will be doing after they leave their responsibity. Back to the idea of collective responsibility.

It just needs one teacher to feel they don’t need to take account of such factors for the whole effectiveness of a school to be compromised.

And I’m not even mentioning the transition here between one sector and another!

A Curriculum for Excellence – nuts and bolts

 

 We had a meeting this afternoon where we were considering our Curriculum for Excellence strategy.

One of the concerns voiced by teachers, parents and pupils is what does ACFE actually mean?  There are concerns that it’s too woolly and won’t actually change people’s practice.

 Perhaps there’s something to be said for the government’s outcome agreement approach – which focusses on outcomes as opposed to processes. Here are some possible examples:

All teachers can identify aspects of their practice which they have developed in response to A Curriculum for Excellence;

Every child (without additional support for learning needs) reaches a functional level of literacy and numeracy by the age of 9;

All schools will have revised their curriculum to take account of the principles of co-creation of the curriculum, personalisation and flexibility;

90% of children will engage in extra-curricular activities; communty activities or vuluntary activities.

The point being that schools woukld be free to develop the processes to achieve these outcomes. The additional beneift would be that parents, teachers and pupils would gain a clear insight into the purpose of ACfE which is perhaps difficult to gain from a mantra like recitation of the four capacities.

Local Outcome Agreements

 

We are about to enter a brave new world in relation to local governn ment funding with the introduction of Local Outcome Agreements (LOAs). An LOA changes the way in which money is released to Local Authorities by the Scottish Government and has the potential to radically shift the way in which we do our business.

Up to this point in time the focus has been on inputs to the system and linking money to particular national initiatives. For example in education we would receive money for developments such as Healthy Eating, or Study Support.  This money was “ring-fenced” i.e. it had to be spent in these areas and as long as it went to that budget heading the government were happy (within reason).

The idea behind Local Outcome Agreements is that funding is less tightly connected to particular initiatives leaving the local authority with more flexibility to meet local needs and circumstances. What will be specified will be the outcome that the authority agree to focus upon, e.g to raise the academic attainment for the lowest attaining 20% –  how this is achieved will be up the authority with less interference from national governement – or so the theory goes.

The following is essentially a worked example. An LOA includes three elements – Outcomes; Outputs and Baselines. The examples included:

outcomes such as ‘a reduction in the number of crimes committed by ..% from x to y
by 2003/04’;

outputs such as ‘deployment of .. neighbourhood wardens in A, B and C’ and

baseline ‘The number of crimes committed in 2006 was x in AA community. The
target is to reduce the number of crimes by 5% to x-5% in AA by 2007/08. Source:
police/local crime surveys’.

The report sets out the following advantages and disadvantages of Local Outcome Agreements:

ADVANTAGES
• Local ownership – priorities are set by partners and communities to reflect local
issues within a broad national framework.
• The shift in policy focus to outcomes and impacts – the LOA format makes partners
think about impact rather than just delivery and challenges them to consider what
approach to delivery is the most appropriate.
• Flexibility – the emphasis on outcomes rather than outputs allows partners flexibility
in programme delivery – a positive feature, particularly from the standpoint of
community involvement as the services and projects are not pre-determined.
• Clarity – LOAs provide a clear statement of priorities and aims.
• Accountability – there is a transparency about LOA partners and what they aim to
achieve. This allows the LOA to act as a reference document for the public and other
agencies.
• Partnership – the general view was that the process of drawing up a LOA had helped
to engage community planning partners.
• Evidence – emphasis on outcomes means that LOAs have the potential to provide inbuilt
monitoring and evaluation and thus provide an evidence base for future policy
development.
DISADVANTAGES
• The challenge of programme design – designing a programme with appropriate
performance indicators, in consultation with local people, is challenging.
• Consultation issues – for some Pathfinders the level of community consultation
involved in LOAs was excessive while for others not enough time had been allowed.
• Time limited – despite the greater flexibility of payment through Revenue Support
Grant (RSG), LOAs are still constrained by the difficulties of a time limited programme e.g. the difficulty of attracting and retaining staff for a temporary initiative.
• Conflict – for a few Pathfinders the use of LOAs led to a deterioration of their
relationship with the Executive. Other Councils felt that the Executive had been
flexible and understanding.

Education perhaps faces the greatest challenge in this new system as we had a large number of ring-fenced funding streams whcih went directly to support educational services in the authority. These funds will no longer be protected and it will be up to local authorities to prioritise where their money is spent – which of course means that there would be no guarantee that what previously came to education will necessarily come to them in the future.

On the up side we can have more flexibility to focus on outcomes as opposed to having to “do” things a certain way.  It would seem logical that this model is cascaded out to schools , where the school development plan would form a a Local Outcome Agreement with the authority with schools being much more at liberty to decide how they achieve that outcome. Of course the challenge would remain to try to keep some consistency between schools, although I think I would be happy enough to see consistency between schools wiythin a particular cluster.

The concern for schools will be the ability to becnhmark between authorties will become nigh impossible as they each identify separate agreements with the government based on local needs.

We’ll be getting more information over the next few weeks and I will endeavour to update this log as means of trying to make sense of it for myself.

Developing a developmental approach

 

It’s peculiar how sometimes things just seem to come together in an unexpected and unplanned manner but I had a meeting today where that very thing happened – and I would put it down in no small part to the discipline of keeping a Learning Log.

The various elements of this web of connections are as follows:

  1. My observations of classes with a focus on learning intention and learning task;
  2. The early years Active Learning approach which I have observed having such a positive effect upon children’s learning;
  3. The developmental approach being used in Maths Recovery;
  4. Our strategic decision to place Learning and Teaching at the heart of A Curriculum for Excellence;
  5. The notion of universal and targeted intervention strategies.
  6. The importance of children being functionally competent by the age of 8-9 to access the rest of the curriculum
  7. Our emerging early years strategy which will link pre-school education; child care; nursery and early years at primary school; and focussed care for vulnerable children and families

There are probably many other possible connections but the above will suffice for the purposes of this post.

The meeting I had this afternoon was with Mike Jess and June Murray, from Edinburgh University and some colleagues from our Active Schools Team. The focus of the meeting was the Basic Moves programme which has been operating in East Lothian Schools promotes an innovative approach towards teaching physical education.

WHAT IS BASIC MOVES?

“The Basic Moves Programme sets out to help all children develop the basic movement competence that lays the foundation for lifelong physical activity. The importance of basic movement competence cannot be overemphasised as it means children are able to pass through the proficiency barrier between the simple activities of early childhood and the more complex activities of late childhood witconfidence. As Seefeldt, Haubenstricker and Reuchlien (1979, cited in Graham, Holt, Hale and Parker, 2001, p. 32) have said,

Children who possess inadequate motor skills are often relegated to a life of exclusion from organised and free play experiences of their peers, and subsequently, to a lifetime of inactivity because of their frustrations in early movement behaviour.

Simply, developing children’s basic movement competence as the foundation for a lifetime of physical activity cannot be left to chance and must become the focus of children’s programmes in the future (Jess and Collins, 2003)……

The programme is based on the need for adults and children to have a shared understanding of the Basic Movement Framework and for adults to consistently offer children developmentally appropriate, inclusive and integrated experiences that lead them to develop this critical foundation. Children’s basic movement competence has been left to chance for far too long and we must now take the opportunity to rectify this situation once and for all.”

The purpose of of our meeting this afternoon was to consider the next steps when the current programme in East Lothian comes to an end in 2009.

Emerging from the meeting was a fledgling strategy which begins to tie together some of the strands I mentioned at the begining of this post:

1.      Basic Moves needs to be embedded within our evolving developmental approach towards ensuring that every child reaches a level of competence in literacy, numeracy, movement, and social and emotional development to enable them to fully access the educational opportunities provided for them beyond the age of 8.

 

2.      The strategy needs to adopt a focus upon pedagogy and a shared understanding of a developmental approach which builds from where children are starting from.

 

3.      We need to develop and implement a range of proactive intervention strategies which target and support children whose rate of development might be compromised by socioeconomic reasons or other family circumstances.
