Obliquity – valuing an indirect approach to educational improvement

Sir Harry Burns, Scotland’s Chief Medical Officer, argues that the promotion of health has for too long been based upon a deficit model. That is, we tend to focus on identifying the problems and causes of ill health. In turn this leads to the identification of outcomes all directed towards a particular deficit, e.g. reduce the number of people who smoke; reduce alcohol intake; or increase exercise levels.  The system is comfortable with these discrete outcomes and develops strategies and activities aimed at achieving these outcomes.

Yet the evidence clearly shows that such a deficit led model has not led to any substantial impact upon those most vulnerable to ill health, i.e. the poorest in our society.  Sir Harry recommends that in order to promote good health we need to focus on what creates health (salutogenesis) rather than the traditional view of preventing illness.

In order to achieve that goal people need to be able to understand their lives, manage this day to day, and see themselves and life as worthwhile. People who feel they have little control over life experience more stress. This chronic stress mechanism in the body risks seriously damaging health and quality of life.

In turn this has led the Chief Medical Officer to propose that we fundamentally shift public health policy towards seeing the assets within people as individuals and in groups within communities, and that we support people to work together and take control of their own lives.

Such a conclusion challenges those of us in public service who have been conditioned over the years to focus upon a simplistic notion between cause and effect, e.g. reduce smoking levels by implementing a smoking reduction strategy; or (in our world of education) improve literacy levels by introducing a new reading scheme. This approach appeals to our managerialist tendencies and enables us to set targets, allocate budgets and evaluate success, thereby fulfilling our obligation within the professional management hierarchy.

Yet Sir Harry Burns is not alone in challenging this managerialist approach, with its simplistic assumptions regarding cause and effect, and suggesting that a more holistic and seemingly incidental approach can allow us to achieve our goals more effectively.

The concept of ‘obliquity’ (the state or condition of being oblique) was first proposed by another famous Scottish medical figure in the form of the Nobel Prize winner Sir James Black, which he defined as follows:

“In business as in science, it seems that you are often most successful in achieving something when you are trying to do something else. I think of it as the principle of ‘obliquity’.”

Obliquity has been further developed by Scottish economist John Kay, who argues that often the best way of achieving our goals, especially those which are particularly complex, is to do so indirectly.

“Strange as it may seem, overcoming geographic obstacles, winning decisive battles or meeting global business targets are the type of goals often best achieved when pursued indirectly. This is the idea of Obliquity. Oblique approaches are most effective in difficult terrain, or where outcomes depend on interactions with other people.” John Kay 2004

The paradox presented by Kay is that if you want to go in one direction that the best route might often be to go in another. The irony of Kay’s work is that the managerialist aspirations of those of us involved in public service delivery leads us to mirror what we think to be the effectiveness of the rationalist commercial approach. We set outcomes, we attempt to control parameters, we measure and evaluate, but above all we get locked into doing things the way we have done them in the past and expect different outcomes just because we have planned them better. It was Einstein wasn’t it who was attributed to have described this as insanity i.e. “….doing the same thing over and over again but expecting different results.”

Yet what we tend to miss is that the world which we inhabit is complex and imperfectly understood. Any analysis of our plans would support such a conclusion given the extent of our certainty that we can succeed where others have failed.

So what has all this got to do with our own complex business of education? Well from a personal perspective the concept of ‘obliquity’ strikes a chord in my intuitive understanding of how the world works.

For education is an iterative process which benefits from an open minded and adaptive approach which values problem solving and creativity.  As soon as we begin to believe that we can make a predictable connection between an action and outcome then we are almost destined to fail. “Results are what we expect, consequences are what we get”  Robert McNamara

Consider the traditional approach to improving the educational outcomes for the lowest attaining 20% of students in our schools – an intractable problem for Scottish education. Typically we would identify the students, plan a range of actions targeted at their deficits, and sit back expecting positive results – and then be surprised when no substantive change takes place.

An oblique approach to the problem would not tackle this directly but would amongst other things address the culture of the school, teachers’ values, and the value placed on education in our most disadvantaged communities.

Yet such an approach would take courageous leadership from a school leader, particularly in a professional environment that places undue value on sophisticated plans and confident ‘direct’ action.

Shared Services – taking account of the emotional perspective

On the 22nd November East Lothian Council and Midlothian Council approved the first phase of sharing operational and management support for education and children’s services.

This was the culmination of 12 months work by a huge number of people to address the issues and challenges which emerged in the course of that process.

That work included research into governance, tax, human resources legislation, accountability, service redesign, and a range of other pragmatic issues. Yet if there was one factor which was not covered in sufficient depth it was the emotional response to shared services.

That response can be characterised as a deep personal concern for the future, where the current certainties are replaced by fear and uncertainty. That is not to say that there are any certainties for anyone involved in delivering public services in Scotland, the UK, or Europe for that matter, it’s just that shared services provides a concrete focus upon which people can attribute their fears.

That’s why it’s interesting to reflect upon a recent research report into the perceptions and realities of employees regarding shared services.

The research surveyed the opinions of over 100 UK public sector representatives, from functions spanning HR, payroll, finance, purchasing and IT.

The majority of respondents (72%) were from government and education, with blue light services and health organisations also included.

Organisations generally anticipated more negative impacts than proved to be the case for those who had already implemented shared services.

This negative perception was most significant for areas like job security, where 67% of respondents felt that sharing services would impact negatively. This figure increased significantly for operational employees where 8 in 10 feared for their jobs. In contrast, out of those that had already implemented shared services, over half reported a positive effect on job security (51%) and career development (53%), while the positive effects on skills development (81%) and job satisfaction (74%) were even more convincing.

This research seems to show the tendency for organisations and individuals to overestimate the difficulties of shared services and to underestimate the benefits that can be delivered. Those organisations not sharing anticipated that a shared service would be significantly less positive in areas that are closest to employees’ hearts than those already sharing had experienced.

If there is a lesson from such research for those of us who are embarking, or about to embark on shared services, it is that the emotional perspective is vitally important and that it should be considered throughout the change process. That’s not to say that we should decide whether or not to proceeed with shared services on an emotional whim, but that rather we should recognise and continually address the emotional response it generates.

The impact of repealing legislation: the role of local authorities in education

The juxtaposition at the recent ADES conference of Mike Russell, Cabinet Secretary for Education in Scotland, and Steve Munby, Chief Executive of the English National College for School Leaders, provided an interesting perspective into the possibilities for the future of Scottish education.

Mr Russell was very careful not to give away anything about changes to the governance of schools post local elections scheduled for May 2012. However, the general consensus is that change is on the horizon and that it will see more devolution of power to schools and headteachers; a change to funding mechanisms to schools and the associated role for local authorities; and an associated change to the role of local authorities in setting policy.

No-one reckons that there will be wholesale changes along the lines that were experienced in 1995 when the most recent local government reorganisation took place. Primarily due to the fact that any externally driven change requires the government to pick up the tab for the change process, etc.

This is where a comparison between what has happened in England over the last 25 years or so can prove useful. I must emphasise that I do not think Scotland will follow the English model in terms of the final outcome, e.g Academies, Trust schools, etc, but rather that we might follow the change strategy.

For it seems to me that one of the main means adopted in England has actually depended more upon repealing legislation, as opposed to the starting point being the creation of new legislation. That’s not to say that new legislation won’t be necessary but that the starting point could be to consider which pillars of the existing system could be pulled away, which in themselves might lead to radical change.

This is certainly what happened in England in the 1988 Education Reform Act, which saw a range of powers for Local Authorities being removed and either passed down to schools and their governors, or passed upwards to the government. Over the next 23 years those twin directions of travel have been inexorable. This is most recently evidenced in the 2011 Education Act, which further repealed the duties of local authorities.

In that period the government have not had to legislate for change in the organisational structure in local authorities, but rather by changing the responsibilities of local authorities the government created an environment where the local authorities had to adapt themselves to their changing role.

So what might be the duties currently undertaken by Scottish local authorities which, if removed, might lead to the most significant change?

To my mind there are four duties outlined in the “Standards in Scotland’s Schools etc. Act 2000“, which, if removed, might result in dramatic change to the education system in Scotland.

The first of these duties relates to the role of the local authority in relation to school improvement. This would be a fundamental shift in practice and would transform at a stroke the role of the local authority.

Section 3

(2)An education authority shall endeavour to secure improvement in the quality of school education which is provided in the schools managed by them; and they shall exercise their functions in relation to such provision with a view to raising standards of education.

The second duty which could be removed might be in relation to the local authority’s role in determining educational objectives for schools in their area.

Section 5

Education authority’s annual statement of improvement objectives

(1)For the purposes of their duty under section 3(2) of this Act, an education authority, after consulting such bodies as appear to the authority to be representative of teachers and parents within their area and of persons, other than teachers, who are employed in schools within that area and after giving children, young persons and such other persons within that area as appear to the authority to have an interest in the matter an opportunity to make their views known, shall, by such date in 2001 as the Scottish Ministers may, after consulting the education authorities, determine (one date being so determined for all the authorities) and thereafter by that date annually, prepare and publish a statement setting objectives.

The third associated duty which could be removed might be in relation to school development planning, which would remove the obligation of the school to take account of the local authorities statement of educational objectives. (although this would be superfluous if section 5 (1) were removed.

(a)a development plan which takes account of the objectives in the authority’s annual statement of education improvement objectives published by that date in the year in question and sets objectives for the school;

Finally, the last duty which could be removed might be in relation to the delegation of budgets to schools. This presupposes that the delegation scheme is devised by the authority. However, if this were removed it could be replaced by a national scheme of delegation which is simply overseen by the authority.

Section 8

Delegation schemes

(1)An education authority shall have a scheme for delegating to the headteacher of a school—

(a)managed by them; and

(b)of a category of school which is stated in the scheme to be covered by the scheme,
management of that share of the authority’s budget for a financial year which is available for allocation to individual schools and is appropriated for the school; or management of part of that share.

    Of course, these are simply personal musings on the future of local governance of education and are not based in any inside knowledge of what will happen once the local elections have taken place. Nevertheless, it’s important for people in my position to have some view of how the things might change and how we could adapt if these were to come pass.

The Water Dilemma: Game Theory – is win,win really possible in our modern world?

The challenge presented by the financial situation as set out in my last post should focus the mind of any of us involved in public service.  Nevertheless, the temptation will always be to approach any problem – regardless of how potentially devastating that problem might be – from the point of view of self-interest (and not necessarily enlightened).  Yet the concern must be that without some dramatic change in mindset we face a situation where the entire system defaults.

I’ve always been attracted to the notion of Game Theory and thought it might be useful to try to construct my own “game” to enable us to explore our own unfortunate reality!

Lake Punto Morto

Two countries are in conflict over a lake which extends equally on either side of their respective borders.  The lake is the only source of water for each of the countries.  Each of the countries seeks to extract as much water as possible from the reservoir each year so as to prevent the other country from gaining an advantage.

This has never really been a problem as the winter rains have always refilled the lake.  However, over the last two years there have been no winter rains and the lake is dangerously low.  There are no other means of storing significant quantities of water in either of the countries.  The countries do not speak the same language and will not meet under any circumstances

The countries have two options:

1.   Extract as much water as they can, as quickly as they can in the hope that the other country will be destroyed. 

2.   Reduce their own rate of extraction from the lake in the hope that the winter rains will replenish the lake’s water level.

Which option should the countries take?

Campaign against budget cuts in Scottish education

The Educational Institute of Scotland is running a campaign against any budget cuts in Scottish Education.

A march was held in Glasgow today at which thousands of teachers, parents and lecturers joined to protest against any education budget reductions under the banner “why must our children pay?”

As a teacher and passionate advocate for education I understand and support the sentiment and motivation behind the campaign but I can’t quite see how it’s going to be possible to ring fence any single service within the Scottish public service environment – for all that it might make my job a lot easier.

No less a person than Sir John Elvidge ,  Scotland’s senior civil servant, speaking at an event on the 29th January, warned that public service spending in Scotland is likely to be reduced by 10 per cent in real terms in three years time and 20 per cent in seven years compared to current levels. He went on to say:

“I think one of the hardest questions that faces us all as managers is how will the trend of real terms reductions last. 

 I think, without getting into political territory, it’s difficult to identify the point of certainty at which one says: ‘Ah, yes, it will      definitely have turned round by then.’ And all I’d say is, that if one looks beyond four years, at that rate of annual real terms reduction and taking into account compounding, it doesn’t take very long to get to 20 per cent instead of 10 per cent.”

Taking Elvidge’s figure of 10% (which will be closer to 12% with the compounding effect) I thought it might be useful to explore the impact on public services in Scotland.

The most recent figures we have available for Scottish education expenditure relate to the financial year 2007-2008.  In that year the revenue expenditure was £4.7 billion.  Using this figure , although it’s likely to be much closer to £5 billion in the current year, a 10% reduction would equate to £470 million.  The logic must be that if this sum is not to be picked up by education then it must be passed onto some other Scottish public service.  So who would be best placed to pay this bill?

The Scottish Health service had expenditure of £8.9 billion in 2006/2007.  Their share of the 10% savings would be £890 million – so perhaps they have their fair share of the challenge and the focus should lie elsewhere?

So how about the cost of running the Scottish Government?  The 2010/2011 draft budget for running the core administration of the government is £258.3 million – which is dwarfed by the £470 million three-year saving which would be required of education.

Of course Scottish education (apart from further and higher education) is funded though Local Authorities – there must be significant opportunities for the burden to lie with other Local Authority Services? 

Education’s average share of the total revenue expenditure for Local Authorities in 2007-2008 was 42.6% . The table shown above describes how education and and social work – which includes child protection and community care – takes that proportion up to 65%. Then add police, fire and emergency planning and you’re up to nearly 80%.  Throw in roads and transport, economic development and environmental services and the total is well beyond 90%.

The reality is that Local Authorities cannot meet a 10% saving from its net revenue expenditure of £11.1 billion, i.e. £1.11 billion, from the remainder of those services which might not be deemed as sacrosanct as some of those listed previously.

Perhaps John Elvidge gets close to the truth when he suggested:

“This is going to be an enormous challenge for any system – and it tells us that the right thing for all public sector managers to be doing at the moment is to err on the side of pessimism in their forecasts, and radicalism in their thinking.” (my emboldened type)

For me it’s this latter trait which will require all involved in education to adopt if we are to safely navigate these difficult waters over the next few years.

I’ll leave the last words with John Elvidge:

“I think the shape of delivery of at least some public services is going to look completely different. I wish I knew which ones they were and which ones will look different, but it’s obvious that we can’t simply continue to run the models that we run for delivery of various public services,”

Postcode Lottery Explored

“It’s a Postcode Lottery” is a recurring term used to highlight any difference in provision of services between one area and another. 

The underlying assumption in all such cases is that this “lottery” is unfair and that services should not be dependent upon the “luck” of where one happens to live, i.e. they should be exactly the same throughout the country.  I’d started to tease this out in a recent article entitled “Uniformity or Diversity” and wanted to explore this concept a little further. 

“Postcode lottery” is, without exception, employed as a disparaging term.  Here are just a few headlines to demonstrate this:

All of the above use the term “postcode lottery” as shorthand for something which is unfair and can only be rectified by a change to situation where provision is identical – regardless of where you live.  But what if you were to take the opposite perspective, i.e. begin to see variation and diversity as a strength – not a weakness?

You see my problem lies with the fact that things are different from one community to another.  Things have never been identical.  Just because things are different doesn’t mean that they have to be worse – just as we mustn’t think that just because things are identical that they must be automatically better.

I’ll exemplify this using two secondary schools in an authority.  They are both allocated an identical amount of money through a formula allocation. The only way the authority could avoid being accused of creating a “postcode lottery” would be to give each school definitive guidance on how every pound was to be spent in each of the schools.  All of the following (and much more) would have to be identical: the curriculum, the times for each subject identical, the quality of teachers, the extra curricular activities, the discipline system, menus for lunches, the subjects to be taught at all levels, pupil support systems, etc, etc.  Any divergence between the two schools would fall into the trap that is a “postcode lottery”.  Of course, some would claim that I’m being too extreme here only to make my point – but I’d argue you can’t have your cake and eat it.  You either accept variation or you don’t!

Variation within postcodes is a reality – it exists and the sooner we realise that the better.  Surely the real challenge is not so much to ensure that things are identical but to ensure that the quality of service provided in every  postcode is of an exceptionally high standard. 

So if variation exists how might we turn it to our advantage?  It’s here that I would return to the theme I’ve been exploring for some time now i.e. community ownership of schools.  For if a community decides that it wants to see its schools diverge from what the schools in the next community are doing – in order to meet its priorities – why shouldn’t it be allowed to do so?

There are more than enough legislative guidelines in place to ensure that the needs of individuals within each community can be protected within such an autonomous system.  The real challenge lies with the funding body who need to find a way to ensure that each community achieves national and local outcomes – but is given the necessary freedom to find its own approach to achieve these outcomes.  That really is the $64,000 lottery prize!

Is transparency worth it?

Since coming into my post as Head of Education in 2005 and subsequently as Director of Education and Children’s Services I’ve tried to uphold my commitment to conduct our business in an open, honest and transparent manner.  And so it was in that spirit that I met a group of parents in early December 2009 who represented the East Lothian Parents’ Councils Association to update them on the budget consultation process and how it directly related to Education and Children’s Services. 

I shared with them all the information which I had given to teachers and other employees during a series of “roadshows” explaining the budget challenges we face for this and future years.  I gave details of the likelihood that all public services may have to make budget reductions in the region of 12-15% over the next three years.  I also explained that we wanted to take a proactive approach towards achieving these  savings – should they be required – rather than simply shaving off budgets to the point where services are unsustainable. To that end we had been working on a draft Remodelling Strategy which would take us through to 2013.  I also explained that given the scale of the task that we were considering bringing in some external support in the form of an accountancy and consultancy company to help us translate our draft strategy into a more robust approach – underpinned by a financial rigour which such a company could provide.  I was asked at the meeting with parents where such funding would come from and I explained that the Council had established in October 2009 a “Change Fund” of £1 million which Services could apply to support any initiative to reduce costs. Comprehensive minutes of the meeting were taken by a parent at that meeting and subsequently shared with all Parent Councils.

In the intervening weeks we have been negotiating with the said company and have come to a formal agreement to procure their services to support an internal team of managers to develop our Remodelling Strategy 2010-2013.  The formal terms of engagement were signed last week and we will be investing £60,000 from the “Change Fund” to support a strategy which may have to possibly generate savings in the region of £11-£14 million in the worst case scenario out of a budget which currently stands at £96 million.

So you can imagine my disappointment – but not surprise – when last week one of our local papers published a letter from a member of a public who  referred to the minute of my meeting with Parents and claimed that the Education Department were going to spend £1 million on bringing in an external consultancy.  The writer of the letter called for more transparency and questioned how such a level of investment could possibly be justified.  Obviously the writer hadn’t taken the time to read the minute of the meeting but I don’t suppose that should get in the way of a good “story”.  The writer made the leap from the minute that we were bringing in a consultancy (at the time of my meeting with parents that was not definite) and secondly the writer mistakenly associated the money in the Change Fund with the fee for an external consultant for Education. 

Which leads me to the question of this post – “Is transparency worth it?”  I suppose I could take this as a lesson and keep my own counsel on anything we are thinking about doing until it is all signed, sealed and delivered.  However, this is not my intention and I will continue to operate in the manner which I believe should characterise all of us in public service – regardless of how careless others might wish to be with the truth.

Postcript: another letter appeared in the paper this week congratulating the writer of the previous week’s letter for “exposing” the authority and proposing that there needs to be an investigation into the spending of £1 million on consultants for education to conduct a “management musical chairs exercise” – (oh if only it was that easy!)

Uniformity or diversity of schooling?

 

One of the key findings of the OECD report on Quality and Equity of Scottish Education was that our system does not promote innovation and that there is very little diversity of schooling in Scotland. They identified the cause of this rigidity as a lack of autonomy – and what I would describe as an acceptance by all of a “command and control” model of education.  This is captured in a paper from the OECD which described various educational models extant in the world where we seemed to fit within a bureaucratic system of education.

Yet this notion of diversity causes shivers down the back of many in Scottish education who have come to accept the doctrine that there must be “equality of opportunity” in all schools. This is often translated into what is termed an “entitlement model” of education, i.e. what is on offer in one school must be on offer in another.  Any divergence from this orthodoxy is immediately labelled a “postcode lottery”. Now that seems fine to me in relation to some fundamental rights such a health treatment such a cancer care – but not for something as subjective as to what constitutes a quality education.

It interests me that people will call out for equality of opportunity, common entitlement, uniformity, (rigidity) within one local authority – yet in the neighbouring authority there exists another similar system – set in stone – but with it’s own unique differences – albeit at the periphery.

Even a cursory reflection upon the OECD report leads one to conclude the need to promote greater innovation and diversity in our system and that the fundamental levers for change should be an integrated approach to Funding and Governance.

I would argue that any improvement in outcomes for children in Scotland will only come about through providing schools with greater autonomy – and at the same time linking this with greater accountability. The key point to be borne in mind here is that there is a risk that greater autonomy can result in greater inequality. This would certainly be the case if funding was simply handed over to to schools with no regard to how that funding is used to tackle inequalities. I reckon that accountability in Scottish education is primarily motivated by compliance, e.g “we will do it so as not to get slapped”, whereas accountability should really be seen as a formative process, which should shape what we set out to achieve. Such a shift to a formative form of accountability would have to link funding with the achievement of clearly stated outcomes and objectives, without dictating how these outcomes must be achieved – and certainly no reference to the input requirements.

It’s at this point that the question of uniformity or diversity really comes into its own. For if I you gave two schools a common set of outcomes – and then stripped away any obligations as to how these outcomes should be achieved (whilst ensuring that they complied with health and safety and legislative requirements) I’d bet that we would end up with remarkably different schools over a period of time. Of course, one would have to expect that the divergence between the two schools would not happen immediately, the ingrained cultures and expectations would take some to to break down. Yet over a few years we would begin to see the two schools creating their own solutions to similar problems – yet in a way which suited their own context and community.

“But what if a child has to move from one school to another – how will they manage?” – I thought I’d get that in now as it’s the common question which arises about this time anyone attempts to promote a diversity model. I’m afraid such a question just leaves me cold for I’ve seen far too many children from other countries successfully join schools where I’ve been a teacher or manager to see it as an obstacle – what matters is the quality of the school – not the uniformity of the curriculum or the structure of the school.

But how could schools operate without the support and direction of Local Authorities? Surely they don’t have the expertise or sophistication to make the myriad of judgements that are currently made on their behalf? Obviously we couldn’t give control of our schools to our local communities as they couldn’t be trusted in the way we can trust local authorities – could they? And how could schools possibly ensure that they maintained a high quality of education for every child – regardless of ability – surely that can only be achieved through a bureaucratic system which checked that the needs of disadvantaged children?

Reducing Bureaucracy in Education

It was  Cyril Northcote who came up with the adage known as Parkinson’s Law which appeared as the first sentence of a humorous essay published in The Economist in 1955:

“Work expands so as to fill the time available for its completion.”

I’ve been thinking about this a great deal in recent meetings with teachers (and managers) who complain that their time is taken up with trivial and meaningless bureaucratic tasks.  So perhaps it’s time to step back from our practice and reflect – with some rigour – upon the way in which we conduct our business? Many of the tasks and jobs that we all have to complete have been layered – one on top of another – as one initiative goes and another one comes in – yet the associated practices which came into practice with each initiative remain. 

At a time when we are looking for efficiencies in every walk of life we need to challenge anything we do which does not add value to the central purpose of our job – in our case to improve the outcomes for children and young people. 

Why have we created bureaucratic processes which overload our system? I reckon the first reason is that we often “over engineer” our systems.  Over engineering is when we construct something way beyond the tolerances required to fulfil the object’s task, e.g. we build a bridge which can carry a weight ten times heavier than anything that it will ever be required to carry.  The associated costs in additional materials and  construction time are not required and can be regarded as waste.  And so it often is in educational bureaucracies that we develop solutions to problems/issues which go way beyond what is actually required to solve the actual problem. Perhaps because we don’t trust each other?

The second characteristic of our system is that  we often create a solution to meet a time specific problem, e.g. we establish a meeting of people to address a particular problem – we solve the problem that generated the cause for the meeting but the meetings continue because we don’t have the confidence to stop doing it.

So what might we do to reduce bureaucracy at all levels in education – from Government down to the individual classroom, and every level in between?

The first thing to do is to reflect upon our practice – not because we want to stop doing everything but because we want to spend our time doing those things which make a positive difference to children’s lives. Part of that process must be to reflect upon the cost benefit.  I’m not encouraging here a “know the cost of everything and value of nothing” approach, but simply to work out what something costs in terms of time, money (often directly related to time) and the associated value. For example, a weekly 30 minute meeting of principal teachers in an average secondary school along with members from the senior management team equates to £18,000- £20,000 a year. Such a meeting may have been instituted for very valid reasons a few years ago but has continued long beyond its actual purpose and value.  Similar exercises can be carried out for every bureaucratic process and  procedure.  However, before we disappear into a further bureaucratic vortex it’s best to start small and select those areas where we reckon we can make quick wins – and at the same time release people to undertake more valuable activities directly related to improving the educational process.

So, having identified some processes of dubious value what next? There would seem to be two alternatives 1. STOP doing it (does the sky fall in?); 2. REDESIGN the process, i.e. do it “just well enough” (rather than over engineer) or come up with an alternative solution to the problem but which streamlines and simplifies the process.

The first of these solutions, i.e. to stop doing something – cannot be left to personal preference, unless it is a bureaucratic process which you have instituted as part of your personal behaviour.   However, a key stage in such reflection is to try to understand why we do things in a particular way, i.e. what is the purpose of the process? (I would also suggest that a bit of research into the history of when and why it was originally introduced can be exceptionally helpful here). Having identified the process consider the risk of stopping doing it, e.g. would stopping doing it put children’s health and safety at risk?   I know that to some this sounds like a recipe for anarchy but the key here is a collective analysis and shared decision making process.

So if stopping is not alternative perhaps the process itself could be redesigned? As above, the starting point should be the purpose of the process.  So often a process have been introduced within a particular time and culture which is no longer relevant.  That may certainly be the case with some of our processes which have been introduced at time when economic considerations did not feature in the decision making process. Once again the key to redesigning processes is to see it a collective process.  Remember one hour saved each week by every teacher in a school of fifty teachers over the course of a year is equivalent to £75,000-£80,000 – or two teachers. Now that would make a difference!  Good luck.

Community Ownership of Schools

 

I’ve been approached by quite a few people over the last couple of weeks about our ideas relating to Community Ownership of Schools.

I thought it might help to gather together in one place a number of related posts which provide an insight into the evolution of this idea and the underpinning rationale.

The first point to emphasise is that we are encouraged by our elected members to “think out of the box” in relation to policy development in East Lothian.  The following links track the development of an idea which is not yet fully formed nor planned to Nth degree.  In that respect I have been adopting the role of the leader as a sculptor:

“The alternative to the technically focused leader’s vision is to see vision as an outcome which is not ‘set’ from the beginning. Instead the sculptor has an idea; a notion; a picture in mind – e.g. to create a sculpture of a human form – but as the sculptor commences work the final outcome may be very different from what they had in mind at the beginning but is all the more successful for that variation.

What the sculptor is doing is to constantly check on the quality of the developing work. By checking it against a desire to produce the “best” work possible the sculptor shifts the vision rather than carrying on working towards something that will not be as high a quality as what will be created through a more flexible approach towards the final outcome.”
