This is the constitution for Innerwick Primary School Parent Council.
The objectives of the Parent Council are:
· To promote partnership between the school, its pupils and all its parents and carers
· To develop and engage in activities which support the school in the education and welfare of the pupils
· To identify and represent the views of parents and carers on the education provided by the school and other matters affecting the education and welfare of the pupils
The membership will be a minimum of 3 parents or carers of children attending the school. There is no upper limit.
Any parents of a child at the school can volunteer to be a member of the Parent Council.
The Parent Council members will be appointed at an inaugural meeting and then appointed/re-appointed each year at the Annual General Meeting. The term of service is 1 year however members may continue to volunteer at the AGM as long as they have a child in the school.
Should there be a shortfall in the make-up of the Parent Council those who have volunteered will automatically form the Council and will seek to make-up the shortfall by approaching parents from, for example under represented year groups.
The Chair, Secretary/Clerk and Treasurer of the Council will be agreed by the Parent Council members at its first meeting and re/appointed at each AGM.
The Council may co-opt up to 4 individuals who may or may not also be parents or carers of children attending the school to assist it with carrying out its functions. This can include a member of teaching staff and a representative of the local community for example a church representative. The Council will ask the teaching staff to nominate a co-opted member. The Head Teacher or their representative will be expected to attend meetings in any event.
The number of parent members on the Council must always be greater than that of co-opted members. Co-opted members will serve for 1 year after which they may be re-appointed.
TERMINATION OF PARENT COUNCIL MEMBERSHIP
If a Parent Council member acts in a way that is considered by other members to undermine the objectives of the Parent Council, their membership of the Parent Council shall be terminated if the majority of parent members agree. Termination of membership would be confirmed in writing to the member.
The Parent Council is accountable to the Parent Forum for Innerwick Primary School and will make a report to it at least once each year on its activities on behalf of all the parents.
The Parent Council will meet at least once in every school term.
Should a vote be necessary to make a decision, each parent member at the meeting will have 1 vote, with the Chair having a casting vote in the event of a tie.
To ensure as inclusive a Council as possible, any member of the Parent Forum will be welcome to attend a Council meeting and to participate in the meeting as though they were a full regularly attending member of the Council in all respects other than that they will not be able to vote.
For a meeting of the Parent Council to be valid a quorum of no less than 3 full regularly attending members will be required.
Any 2 members of the Parent Council can request that an additional meeting be held. Should the Chair agree to the request all members of the Parent Council will be given at least 1 week’s notice of date, time and place of the meeting.
If 10 members of the Parent Forum request a special general meeting to discuss issues falling within the Parent Council’s remit, the Parent Council shall arrange this. The Parent Council shall give all members of the Forum at least 2 weeks notice of the meeting and, at the same time, circulate notice of the matter, or matters, to be discussed at the meeting.
The Annual General Meeting will be held in April of each year. A notice of the meeting including date, time, and place will be sent to all members of the Parent Forum at least 2 weeks in advance. The meeting will include:
· a report on the work of the Parent Council and its committee(s)
· selection of the new Parent Council
· discussion of issues that members of the Forum may wish to raise
· approval of the accounts and appointment of the auditor.
Meetings of the Parent Council shall be open to the public.
If the Parent Council is discussing an issue which it considers to be confidential only members of the Parent Council and the Head Teacher, or his or her representative, can attend. Others present including members of the Parent Forum may be asked to leave the meeting.
Copies of the minutes of all meetings will be available to all parents and carers of children at Innerwick Primary School and to all teachers at the school. Copies will be available from the Secretary/Clerk of the Parent Council and from the school office.
The Treasurer will open a bank or building society account in the name of the Parent Council for all Parent Council funds. Withdrawals will require the signature of the Treasurer and one other Parent Council member. For withdrawals of less than £100 only the Treasurer’s signature will be required. There will be at least 3 authorised signatories.
The Treasurer will keep an accurate record of all income and expenditure, and will provide a summary of this for each Parent Council meeting and a full account for the Annual General Meeting. The Parent Council accounts will be audited by the auditor appointed at the previous Annual General Meeting.
The Parent Council shall be responsible for ensuring that all monies are used in accordance with the objectives of the Parent Council.
Should the Parent Council cease to exist, any remaining property will be passed to the education authority to be used for the benefit of the school where this continues.
CHANGES TO THE CONSTITUTION
The Parent Council may change its constitution at an AGM after obtaining consent from members of the Parent Forum. Members of the Parent Forum will be sent a copy of any proposed amendment and given reasonable time to respond to the proposal.
